xcode – Unattainable to create a provisioning profile for my iOS app

I am making an attempt to create an iOS app with a really particular code signing identification (as a result of the iPads that may obtain my app use an MDM), however since a code signing identification is specified, Xcode needs me to set the “Code Signing Type” to “Guide” and as a consequence a provisioning profile needs to be manually set:

I am caught as a result of I’ve created a certificates for iOS App Growth, but it surely does not present up within the listing and Apple’s web site tells me that no certificates can be found, which is not sensible since I’ve simply created one (by following the directions on https://developer.apple.com/assist/account/create-certificates/create-a-certificate-signing-request/)

Please, can somebody clarify to me why is it so onerous to create a provisioning profile and why Apple Developer will not let me?
